Rep. Mike Olcott wrote HB 1324 to modify residency requirements for determining in-state tuition eligibility at public institutions of higher education in Texas.

This seems like a no-brainer. Foreigners should not get in-state tuition in Texas.

The bill would remove provisions allowing undocumented immigrants to qualify as residents based on high school graduation in Texas. It replaces these with stricter residency requirements tied to legal immigration status and domicile establishment and it aligns tuition benefits more closely with federal immigration laws.

This good bill died in the House Higher Education committee, chaired by Republican Terry Wilson.
